James Lucier is a co-founder of Capital Alpha Partners, where he leads the energy, environmental, and macro strategy practices. Lucier has over thirty years experience working in Washington on tax and trade issues. He has also been covering energy and electricity since the California Power Crisis of the year 2000. In recent years, his work on energy and electricity has increasingly focused on climate change, decarbonization, and the energy transition. 

Before founding Capital Alpha in 2007, Lucier spent 9 years at Prudential Equity Group, starting as associate analyst and rising to the rank of Senior Vice President in Prudential’s highly regarded Washington Research Group. At Prudential Securities, Lucier worked with fundamental analysts covering the oil & gas, refining & chemicals, gas pipelines, electric utilities, and industrial companies. He also advised Prudential’s economic and investment strategy teams on Washington tax and budget matters. 

Before joining Prudential, Lucier was Director of Research for five years at Americans for Tax Reform, a prominent tax lobbying group in Washington. He specialized in corporate tax issues affecting major U.S. companies. He was also a research analyst at the Economic Strategy Institute working on U.S.-Japan trade matters. Lucier has held other positions in lobbying, think tanks, and U.S.-Japan trade related work. He studied engineering and Japanese history at Princeton University.
