"Charles Gabriel, president of research firm Capital Alpha Partners in Washington, said it was no surprise that Congress would jump at the chance to limit pay, while other attempts at overhauling Fannie and Freddie legislatively are on the back-burner.

'This is just further evidence that [Fannie and Freddie] have no friends, but Congress can’t phase them out,' Mr. Gabriel said."
