"EPA's action today sets things up nicely for action by Congress because EPA indicates that no one will get everything they want and it basically stabilizes the situation through 2016," James Lucier, managing director at policy research firm Capital Alpha Partners, said in an e-mail to Bloomberg BNA. "If you read the proposal, it is an open invitation to Congress to come in and fix the mess they created."
